Chinese vermicelli with beef

From China, little recipe made of vermicelli and beef, spicy flavour (soy sauce, nuoc-mam mixed with chilli).

1 package White vermicelli
300g chopped meat (beef)
1/2 coffee spoon Pepper mashed potatoes
2 table spoon Soy Sauce
3 table spoon Nuoc mam
2 table spoon vegetable oil
1 Small zucchini
2 table spoon sesame oil
4 bits Fresh Coriander
2 cloves garlic
1 oignon
30g Sesame seeds ( (Optional)
Preparation
Make soak the vermicelli in tepid water [I advise you to heat water in a pan and to withdraw as soon as this one is hot without arriving at boiling, then there to deposit the vermicelli and to let soak 10 minutes out of fire].
Clean and slice thinly Welsh onion. Cut the zucchini into small pieces (slices first then in two].
Peel and chop, garlic, chop the coriander.
In a fryer or a wok, cook the meat with plant oil during 3 min. Add the onion, zucchini, garlic, the coriander, then the soy sauce, pepper mashed potatoes and nuoc-mam.
Mix the whole well. Drain the vermicelli and using scissors to cut them a little, then add them to the meat.
Mix well. Let cook with soft fire 3 minutes. Sprinkle with sesame oil, mix and serve straight away.

I assume the 1/2 coffee spoon would be a 1/2 tsp, but I don't understand the pepper or the mashed potatoe part. Is this an instant thing? Surely I wouldn't make mashed potatoes and put pepper in it and just use 1/2 tsp. And what isle would I find the Nuoc Mam on? Is it a sauce? It all still sounds good though.
